Subject: United States posture on LRIT during PSC Exams
MOU Secretariats,
I want to give each MOU an update on where the U.S. stands with respect to examination of LRIT equipment during Port State Control Exams. If you could, please forward this information to your members.
I have attached a simple flow chart that is self explanatory, and
illustrates how the U.S. Coast Guard will examine the vessels for LRIT. We do plan to start examining ship's LRIT equipment during normal Port State Control exams beginning January 1, 2009 (We do not plan to do a concentrated inspection campaign solely for the purpose of examining LRIT).
Please note, among those vessels who are required but do not have a
Conformance Test Report (CTR) or are not transmitting, we will issue the vessel a non-detainable, no code deficiency. The purpose of issuing these non-detainable deficiencies is to collect data, not to penalize the vessel.
Please be advised that after 01JUL09, the U.S. may detain foreign flagged vessels in U.S. ports for failure to have a CTR and for failure to transmit (or ability to transmit). I will advise you of any changes to our enforcement posture prior to the anticipated change.
