Classification News 28/2007 detailed EU Directive 2005/33/EC, which specifies limits
on the sulphur content of marine fuels.

From January 1, 2010, under the Directive, the maximum allowable sulphur content
of fuel oil used by ships ‘at berth’* in EU ports, other than those in the outermost
regions, will be 0.10% by mass (m/m).
根据该法令，从2010 年1 月1 日起，除了那些外延区域，所有在欧盟港口“停
靠”（*下面有专门的“停靠”术语解释）的船舶，其燃油含硫量不得超过0.10%
(重量比) 的最高限制。
This covers all grades of fuel oil and all types of combustion machinery, including
main and auxiliary boilers.

Ships will not be required to comply with the 0.10% m/m limit while manoeuvring.
However, they must comply as soon as possible after arrival in port, and must
continue to comply until as late as possible before departure.

Therefore, it will be necessary for ships which call at EU ports to have an adequate
quantity of compliant fuel oil on board – probably a distillate grade – and to
effectively implement the necessary change-over procedures. This, together with the
existing Baltic and North Sea Emission Control Area (ECA) requirements, means that
ships will need to have suitably flexible fuel oil storage and handling systems.
因此，计划在欧盟港口停靠的船舶需要在船上备有足够的符合该新标准的燃油- 可
能属于精炼油级别的燃油，同时船上还应有一套可操作的燃油切换程序。该法令和
现有的“波罗的海及北海排放控制区(ECA)”要求的实施，意味着船舶必须备有合

* ‘At berth’ covers ships at anchor, on buoys or alongside, whether or not they are
working cargo.

否在进行货物装卸。
Exemptions
免除特列
Certain named ships, and ships which are timetabled to be at berth for less than two
hours, will be exempt form the requirements.
