各有关单位：

      为维护长江上海段水上交通秩序，规范船舶航行行为，保障船舶、设施和人命财产的安全，满足广大航运单位的需求，适应上海港的实际情况，现定于2009年1月1日起在长江上海段部分航道水域实行最高航速限制，通知如下：

一、        凡航行于长江上海段水域的船舶，应当遵守本通知之要求。但下列船舶可不受本通知最高航速的限制：

（一）        正在执行公务的公务船舶；

（二）        正在从事搜寻救助的船舶；

（三）        往来崇明三岛的客船、高速客船；

（四）        经主管机关核准的其他船舶。

二、        长江口深水航道船舶航速不得超过15节；圆圆沙警戒区东边界线至浏河口上海港港界线之间的长江上海段航道水域内船舶航速不得超过12节。

三、        本通知不免除船舶对于附近正常航行、停泊或作业船舶、设施的浪损责任。四、        本通知不免除船长在任何时候采取安全航速的责任。

NOTICE ON SPEED LIMITS FOR SHIPS NVAIGATING IN SHANGHAI SECTION OF THE CHANGJIANG RIVER

   In order to safeguard the maritime traffic order in Shanghai Section of the Changjiang River ,standardize ship's navigation,protect the safety of ships,facilities properties and lives,satisfy the needs of shipping industry,and adapt to the development of Shanghai Port,speed limits shall be applicable to ships navigation in some water areas of Shanghai Section of the Changjiang River from Jan.1st 2009.

1. This Notice shall be complied by ships navigating in Shanghai Section of the Changjiang River, except:

(1)Official ships that are on official mission;    

(2)Ships that are engaged in search and rescue mission;    

(3)Passenger ships or high-speed ships that sail between the three Chongming Islands     (4)Other ships permitted by the competent authority

2. Speed limit for ships navigating in the Changjiangkou DeepWaterway is 15 knots, speed limit for ships navigating in the Water from East Borderline of the Yuanyuansha Precautionary Area to the border line of the Shanghai Port in the Liuhekou is 12

3. This notice shall not exonerate the vessel from her liability for the damage caused by her wave to other vessels or facilities that are under normal navigation, berthing or operation.

4.  This notice shall not exonerate the captain from his duty to navigate with a safe speed at any time.
