国外船舶在国内修船,代理机务的工作经验交流

随着突如其来的新冠疫情在全球的爆发,国外疫情的严重失控而国内疫情的有效控制,国外船东的进厂修船业务纷纷转向国内。

而国外船东的主管机务为了避免长途旅行可能带来的感染风险,大多数船东选择在国内找到为其在国内修船的代理机务,作为机务的眼睛和传声筒,以及自身的船舶管理经验去配合机务更好的完成船舶的进厂修理工作。

船舶进船厂修理是一项复杂,繁重的系统工程,作为一名为国外船东服务的修船主管,其综合业务水平不仅体现在语言交流及外语能力上,还体现在船厂修船工作中,对修理质量,修理周期以及修理费用的控制,对专业技术水平,现场综合协调能力和社交处理能力以及综合商务谈判能力有很高的要求。

为了更好的了解我们作为代理机务的工作,更好的接受和完成国外船东的进厂修船任务,在此将自身总结的面试和实际的工作内容与大家一起讨论。


Subject: Interview for Site Superintendent

-Introduce experience:AS proposed Site Superintendent,I am an experienced gentleman, x x years as C/Engineer onboard deepseasvessels, and after that plenty dry dockings and repairs as superintendent and Ican undertake the complete task aloneby myself. This will include thefollowing:

1.Hull and cargo holdspainting job including hard negotiationsof blasting percentages.

The hull painting carried out during dockingtime and cargo hold painting normally during vessel repair on the wharf. Bothof the painting jobs need to good cooperation with paint advisor and yardcoating manager, sent more pictures of hull and holds condition to company,decision of sandblast percentage will be made by superintendent.

2.Tailshaft removal and refitting, rudder clearancemeasurements.

The propeller will be dismantled and inspectedby NDT, intermediate bearing and shaft will be dismantle andinspected;tailshaft withdraw, white metal bearings and stern tube inspection;tube sealrenew.

3.E/R jobs. All overboard valves dismantle and inspection,lapping orreplace. E/R pipes replace. Intermediate valve inspection,lapping orrenew.Fueloiland purifier heater chemical cleaning. Boiler exhaust side FWcleaning and body valves dismantle, inspection, lapping or renew; Sludge tank,oil tank ventilation and cleaning,etc.

4.The structural part (checking Holds, tanksetc with UTM and Class).

TheUTM technician and class surveyor will make a close up survey of all vesseltanks and spaces(all water ballast tanks, including DBT and TST and also allcargo holds) and make plenty plenty photos to company. If site superintendentfinds any problems (any cracked member or similar) should advise to companyimmediately.

4. The coordination with Class surveyor.

Before join the vessel, ask Class survey status fromsuperintendent, and carefully study inadvance for good understand, which itemsof CMS survey overdue, which certificates need to be issued, which items hasbeen found by PSC, FSC. or CLASS need to be rectified during this drydock. Whenclass come on board,need to good cooperation with surveyor, but the items bepoint out by class, NOT everything has to be followed, in other words, thoseitems has to be reasonable. Otherwise, has to inform company immediately.

6.On every day basis the coordination withthe various workshops (that have been directly employed by owners) includingchecking the quality of their jobs.

7.On every day basis coordinate with shipyardabout the progress of the job. Also control the quality of the shipyard for allthe jobs done (step by step).

8.On every day basis follow shipyard withregards to execution of the jobs in order to ensure minimum costs and optimumtime. If the superintendent sees that the yard is exaggerating in the executionof the job and this can potentially create big costs at the final invoice, heshould move pro-actively to stop same.

9.Check the work done lists carefully andadjust/cut the over-charged items by shipyard. Where needed write “REMARKS” toprotect the owner. The final invoice will be negotiated and closed by companydirectly, however company need a good and strong control over the work donelists in advance.

10.Good and very frequent reporting to companyoffice on daily basis with communication over the WeChat and with plentyphotos, videos etc.

11.Although owners have already prepared alist of desired jobs, the superintendent should walk around/inspect the vesseland if found something that needs rectification, he should advise company officeimmediately.

12.For any kind of important decision,especially the ones that involve costs and time, should first contact companyoffice, discuss and obtain approval.

13.Usually the third parties workshops havebooked before yard for the following jobs:

a. M/E T/C and D/G T/CO/H

b. M/E Fuel oil valvesO/H

c. M/E generaloverhaul

d. M/E Pneumaticsystem O/H

e. Airseal oftailshaft O/H

f. S/Radio inspection

g. Gyrocompassinspection and adjust

h. R/B and L/B 5yeartest.

i. BWTSinstallation and commissioning test

j. EGCS Exhaust Gas cleaning System, ie, Scrubberinstallation.

k. A60 insulation installation.

14.The ship’s arrival date to shipyard, SiteSuperintendent engineer have to also be there and have a kick off meeting withyard and ship crew. Expected Duration of jobs about xx days. Last day isthe departure date from shipyard after sea trials completion.

15.All the above, as site superintendent mustensure all repair jobs be normally carried out; good cooperation with yard,class and third parties engineer; detail daily report as company instructionand more photos for good reference; monitor repair progress and quality, savecost, find abnormal items report to company.
